There is a rapid pace of growth of PPP in Europe as a means of delivering public services. This is being driven by pressures on governments to comply with new legislation and to meet the demand of citizens for better quality services at a time when governments are also facing budgetary pressures. Many of these PPP are complex contracts, of high value and for a long period of time, and so will influence the way public services are delivered in Europe for the foreseeable future.

To aid the implementation of particularly complex contracts, which PPP often are, the latest EU Public Procurement Directives introduced a new award procedure, known as Competitive Dialogue.

This practitioners' workshop is an opportunity to learn how to use the new Competitive Dialogue procedure in practice to implement PPP.

The objective of the workshop is to provide practical experience in the process of financing, planning, procuring and managing a PPP.

The workshop will use case studies to focus on how to secure value for money in the procurement phase and to ensure that it is realised in the implementation of the contract. The style of the workshop, led by experienced practitioners, will be very practical and interactive.

The workshop should be of particular interest to those involved in implementing PPP, policy makers, public officials, academics and the private sector in EU Member States, candidate countries and beyond. It should also be of interest to officials in European institutions.

The workshop will be conducted in English.

Participants attending this seminar will receive a copy of "Public-Private Partnerships (PPP) - A Decision Maker's Guide" by Michael Burnett as part of the seminar documentation.
