The global financial crisis presents unique challenges for public services in the EU.
Governments are still subject to pressures to comply with new EU legislation and to meet the demand of citizens for better quality services, while budgetary constraints are tighter than ever.

Now in its fourth year, this practitioners’ workshop is a unique opportunity to learn how to meet those challenges in your own environment using PPP.
It will provide practical experience in the process of financing, planning, procuring and managing PPP, which are complex, long term and high value contracts.

Day 1 will give you the latest update on the European PPP scene and show how to plan and procure a PPP project
Day 2 will show you how to complete the procurement process and look at the financing of PPP projects
Day 3 will focus on how to manage PPP contracts to ensure that value for money secured by effective procurement is realised in the contract implementation phase.

The workshop will also show how to use the new Competitive Dialogue procedure in practice to implement PPP and will reflect EIPA’s latest research into the use of Competitive Dialogue, which is being led by Michael Burnett.
The style of the workshop, led by experienced practitioners, will be very practical, using case studies, and will be interactive by being responsive to your issues.

The workshop will be of particular interest to those involved in implementing PPP, policy makers, public officials, academics and the private sector in EU Member States, candidate countries and beyond. It will also be of interest to officials in European institutions.
Participants attending this seminar will receive a copy of “Public-Private Partnerships (PPP) – A Decision Maker’s Guide” by Michael Burnett as part of the seminar documentation.

At the end of the seminar you will go away with a clear view of the strengths, potential weaknesses, opportunities and risks associated with PPP as a means of service delivery and how they might be used to address public service issues in a time of financial crisis.
