Description:
In a time where most public sector organisations in the European Member States are being faced with cuts in financial budgets and the need to trim public finances, the effective implementation of reform agendas is becoming crucial. During the last decade, most EU Member States have introduced new tools and instruments in their public sectors; however, not a lot of knowledge exists on the effects of these reforms at organisational and individual level. Against this background, the objective of the seminar is to discuss prerequisites for successfully implementing public sector reforms.
In this context, important questions include the following:
• What are the essential criteria for successfully implementing HR reform instruments?;
• To what extent has a more result-oriented HR management contributed towards improving performance in practice?;
• How can the introduction of reform measures be effectively communicated?
Objectives:
• To increase participants’ knowledge about the prerequisites for an effective implementation of instruments in the field of public sector reform;
• To gain a better understanding of what has worked where and why;
• To analyse shortcomings and deficits of current reform initiatives and to discuss how to effectively face them;
• To learn by exchange of experiences with other countries.
The topics will be dealt with by practitioners and academics, using a comparative approach.
Target Group:
The seminar is intended for an international audience of public officials working in the field of public sector reform, HRM and staff training, as well as other interested persons from e.g. trade unions and universities or research establishments, who deal with HRM in the public service. The seminar will also give participants the opportunity to meet experts from other countries and to exchange experiences.
Method:
A mixture of lectures, workshops and discussions aimed at stimulating the exchange of experiences.

Fee
The participation fee is € 825 and includes documentation, 2 lunches, 1 dinner and refreshments. Accommodation and travel costs are at the expense of the participants or their administration. EIPA offers its members a reduction of 10% of the registration fee. Meals

Payment
