State Aid Policy and Practice in the European Union - An Integrative and Interactive Approach (with an Introductory Workshop on 13 October 2010)

Description
The European Union has exclusive competence in the establishment “of the competition rules necessary for the functioning of the internal market” (Article 3 of the Tr aty on the Functioning of the European Union). The Treaty also stipulates that the internal market includes “a system ensuring that competition is not distorted”. However, competition can be distorted both by restrictive practices of companies and by subsidies granted by central and local governments of the Member States. There ore, the European Union has developed an elaborate system of rules and procedures to prevent public authorities from using state aid to support inefficient industries and offer unfair incentives to attract mobile capital.
Objectives
The purpose of the Seminar is to examine in depth the interpretation and application of the Treaty rules and of the regulations, guidelines and notices that have been developed by the Commission over the years. Main Commission decisions and Community courts’ rulings are analysed so that participants obtain a better understanding of the factors that shape those decisions and rulings.
Method
A mixture of training tools is used, such as lectures, case analyses and working groups with the aim to emphasise the acquisition of knowledge, which is immediately relevant to the work of officials dealing with state aid. In addition, for beginners in the state aid area, there is an Introductory Workshop on the afternoon of Wednesday 13 October 2010. This presents the basic principles of state aid policy and offers an opportunity to work together on a number of cases.
Target Group
The Seminar will be most useful to officials with fair understanding of state aid, particularly middle managers and senior officials from all levels of government and local authorities, officials from public enterprises, academics, representatives of business and trade associations and other practitioners.
The working language of the workshop will be English.
EIPA, which is organising and hosting the Seminar, has extensive experience and a well-established track record in this kind of professional training activities. The Seminar forms part of the work and research of the Institute in the broader area of competition policy. Participants will receive a copy of the latest edition of our book “State Aid Policy in the European Community: Principles and Practice”, which is published in cooperation with Kluwer.
