The objective of the course is to give participants a thorough and well-rounded view of the European Union machinery, its institutions and decision-making procedures. It aims to expand participants’ understanding of the making of European public policy through presentations, practical exercises, simulations and guided discussions. EIPA’s comprehensive course on Managing the EU Policy Cycle is specifically tailored to the needs of the civil service, but it is equally suitable for other professional groups dealing with EU affairs. After the course, participants will be able to manage a European dossier through all the relevant stages of the EU policy process, from inception to implementation, and will have developed personal skills allowing them to perform better in working with European affairs.

The EU Policy Circle
After an introduction to the overall approach and objectives of the course, participants will be introduced to the different stages of the EU policy cycle. A particular focus of the beginning of the week will be the initiation of policies, including a closer look at the role of the European Commission, expert groups and other actors. The afternoon will be devoted to another important element in policy initiation: impact assessment is an essential element of better regulation. Participants will get hands-on training on the analytical steps necessary for a thorough impact assessment.

Decision-Making
The second day will deal with the heart of the EU Policy Cycle: the Procedures, Acts and Actors of EU decision-making. The different procedures will be analysed and a particular focus will be put on the ordinary legislative procedure. In the afternoon, participants will work on an example case of (then) co-decision; the Bathing Water Directive.

Negotiations
The third day of Managing the EU Policy Cycle is exclusively devoted to the theory and practice of European negotiations. The programme of the day proposes to practically explore and try out how to strike the right balance between the negotiator’s individual performance and development, the protection of the interests of a country or institution, and the negotiator’s relationship with other members of a group that regularly meets in Brussels. The method followed is interactive and practical, combining theoretical aspects, empirical knowledge and a learning-by-doing approach through a simulation of a genuine negotiation.

Comitology and Transposition
The fourth day of the comprehensive course will be devoted to another important aspect of the EU Policy Cycle: in particular, participants will be introduced to the system of Comitology and how it operates in theory and practice. Participants will be able to gain a more practical understanding of how Comitology works and deal with a highly sensitive case of Comitology regarding genetically modified organisms.

Sources and External Influences
Day five will conclude the one-week course with a look to the information sources and the introduction into documentation at the EU level as well as with an assessment of external influences (lobbies, interest and pressure groups) in the EU policy process. These sessions will allow the course participants to manage information and the variety of influences and thus keep trace and keep ahead of the developments in their relevant fields of work.
