Description
This course explains how the European Commission adopts legally-binding acts on the basis of powers specifically delegated to it in EU secondary legislation. It reviews the evolution of ‘comitology’, the system of committees of representatives from the Member States working with the European Commission in the implementation of EU legislation. It discusses the different procedures which have been formalized, and presents the 2006 reform of the system which has given important powers of control also to the European Parliament. Finally, it explains the new provisions included in the Lisbon Treaty, which will introduce two distinct categories of delegated and implementing acts.

Method
The course will include a range of presentations as well as interactive elements such as group work and case-studies.

Objectives
This course will give participants an in-depth understanding of the role of comitology committees in the EU policy-making process, and of the growing role of the European Parliament. They will be familiar with both the formal procedures and the practical aspects of comitology. Finally, they will be aware of ongoing changes in the system and the possible implications of the latest developments in the system of binding but “non-legislative” EU acts.
