Target Group
This seminar is intended for government officials who are involved in programming and identification of EU assistance programmes (with a special focus on IPA/ENPI). Participation is also open for staff of international organisations, consultancies, or other persons with an interest in the subject.
Description
When it comes to programming and identification IPA/ENPI assistance, the priorities of the administrations in the beneficiary countries and of the EU (delegations and headquarters level) do not always match. Often, beneficiary’s administrations are not able to convince the EU Delegation about the appropriateness of the measures they are proposing; instead, the EU often impose its own priorities, which, due to lacking ownership, have often less than the optimal impact. This seminar will therefore analyze the internal decision making process within the EU (Headquarters and Delegations) and look at the basic parameters and driving forces on the EU’s side behind this process.
Method
A combination of presentations, practical exercises (role plays) and interactive discussions facilitated by (former) European Commission staff and Civil Society representatives involved into programming of EU assistance. Personalized feedback on practical exercises will be provided to the participants.
Objective
The seminar aims at empowering civil servants in order to successfully lobby their country’s own priorities in the programming exercise. By looking at the programming and identification exercises with the eyes of the European Union, participants will learn to “decode” messages from the EU and turn this knowledge into their favour.

Introduction to the EU Financial Instruments

In this session, the different EU financial instruments that are available in the (potential) candidates and the Neighbourhood countries (IPA, ENPI, IfS, EIDHR) will be analyzed. We look at how they link to the overall policy agenda, their target groups, their stakeholders and their modalities for implementation including the question of national co-financing.
Programming of EU assistance after Lisbon

This session will give an update of the mechanisms and actors in the programming and identification processes.
The role of Civil Society in programming EU assistance

The need of involving Civil Society into the programming exercise has been repeatedly highlighted by the European Commission. Getting civil society organisations as a partner can thus be a winwin situation for all sides. This session will analyse how to create a partnership between NGOs and government institutions in order to enhance the success of project proposals
Practical exercise: The first steps - analysing the Policy Documents and drafting of concept notes

In this exercise, participants will analyse the policy documents that serve as a base for programming assistance (MTEF, Accession Partnership, European Partnership,PCA, CSP, NIP) and draft an Annual Action Programme notes for the national IPA/ENPI programme.

Practical exercise: inter-ministerial co-operation and co-financing

In this role-play participants will assume the role of EU focal points of different line ministries in the beneficiary country and draw up, under the supervision of the relevant coordination body, a list of project proposals to be submitted to the European Union Delegation. They also will agree on the national co-financing.

Programme & Walking Tour of Maastricht
The seminar will commence on Thursday 7 October at 09.00 and finish on Friday 8 October at 14.00. A guided walking tour in the historic centre of Maastricht is foreseen for those interested on Thursday at 17.00. The tour takes about 1.5 hours.

The participation fee for each seminar is € 795 and includes participation in the seminar, documentation, 2 lunches, 1 dinner, refreshments and the guided walking tour. Accommodation and travel costs are at the expense of the participants or their administration.
