Description
According to the Lisbon strategy, the European regions are facing the challenge to increase their investments in R&D and to develop their commitment to research in order to contribute significantly to the regional economic development. The EU policy framework for research, development and innovation sets up a number of activities and instruments to enhance the research potential and collaboration capacity of the European regions. Within the 7 Framework Programme, many initiatives such as the “Regions of knowledge” programme, “Research-driven clusters”, and “European Technology Platforms”, have been implemented through a series of Coordination and Support Actions, which aim to create networks and enhance cooperation in the European regions. Although extremely valuable, all these initiatives are often based on complex mechanisms of participation and functioning. From the regional/local public administrations’ point of view, it is sometimes unclear how to join these networks, maximise their benefits and coordinate the policy actions at different levels. In addition, local institutions dealing with R+D+I are facing a double challenging role: on one side to facilitate an effective participation of their regional/local actors by means of their own programmes and policies; on the other side, to be engaged in an effective networking and technical cooperation to better monitor, assess and influence the EU policies within the R+D+I framework. Therefore, in the current scenario 2007-2013 and especially in the future period of 2014-2020, local and regional players should be well prepared to seize both. In order to reach this aim, the seminar will present and discuss the
following elements:

• The governance of the R+D. The interactions which occur at different levels of policy decision and coordination among EU Commission, Central State, and Local governments will be presented. Particular attention will be give to how the parties can take part in the definition of the rules.
• The regional dimension of R&D will be treated with a practical approach regarding the tools for an efficient and effective management of public funds.
• The trends for the future of the R&D in Europe and the current debate. In this context the process of decision making and the possibilities to influence the debate will be also discussed.
Best practices will be presented to give rise of the different approaches followed in the different European regions in order to take possible suggestions.

Objectives
The seminar aims to equip participants with a deeper knowledge of the mechanisms that govern R&D programmes in the EU, in order to better exploit the current and future prospects accessible for the European regions. To better focus the contents of this programme, experts and interested parties working in the PA management of the R&D policy have been consulted at different levels of coordination (European Commission, Committee of the Regions, Regional representations, etc.). This consultation resulted in the definition of the needs and the role of the PA as actors in the R&D policies. Therefore, this seminar will provide participants with information on how local and regional administrations should adapt in order to enhance their management capacity and research potential.

Target Group
This seminar will assist those entities operating in a scientific and technological domain or economic sector. The seminar is particularly suitable for those working in a regional or local public administration, authority or body (every region, municipality) that are involved in or in charge of the design, development and implementation of research projects subject to compliance with European fund resources.

The seminar will be conducted in English; simultaneous interpretation into French will also be provided. Please note that interpretation will be subject to a minimum number of participants requiring translation.
