Target group
Civil servants from the EU member states and officials from the European institutions as well as representatives from third countries and other interested professionals working with the EU institutions.

Description
This seminar provides expert analysis of the key changes to EU decision-making that will be introduced by the Lisbon Treaty. It will include presentations on key areas of institutional development: the expansion of co-decision between EP and Council through the introduction of the “ordinary legislative procedure” in the making of EU law; the changes arising from the reform of comitology and the creation of a new legal instrument, the “delegated acts”; the changing nature of the Presidency with the arrival of the permanent President of the European Council; the new architecture for the management of the EU’s foreign policy arising from the changes to the role of the High Representative and the setting up of the European External Action Service, and the implications of the reform of the treaty for police and judicial cooperation.

Method
The working sessions consist of introductory presentations by specialists followed by discussion. The seminar concludes with presentations from senior officials from the European institutions on the challenges of implementing the new treaty provisions and the new dynamics of inter-institutional relations after the Lisbon Treaty.

Objectives
By the end of the day, the participants will have gained a good understanding of the main Lisbon Treaty provisions affecting EU decision-making. They will have been able to share ideas about the resulting challenges both with public officials from other member states and levels of governance and with EU experts and institutional representatives.
