This Master Class on European Union law targets civil servants and officials from local, regional or national administrators, lawyers, economists, social scientists and people working for non-governmental organisations, journalists and teachers who need to gain - or have an interest in - better understanding of how European Law is adopted and implemented at the EU and national levels.
The overall aims the Summer School are firstly to provide participants with a practical understanding of current EU legal issues and the resulting effects on national administrations and secondly to function as a forum for networking abd exchange of experiences.
The course is divided into three parts all taking into account the changes brought by the Lisbon Treaty. First, it provides a comprehensive view of the constitutional organisation of the European Union and introduces fundamental concepts and principles of European Union Law in general (5 days). Second, it provides for an overview of specific policy areas (2 to 3 days). Lastly, it introduces a practical overview of the implementation of European Union Law and the consequences thereof for the EU Member States in terms of administrative capacities and human resources (2 to 3 days).
The programme is therefore aimed at attaining three specific objectives: Firstly, it provides a comprehensive view of the constitutional organisation of the European Union. Secondly, it explains fundamental concepts and principles of European Union law, both in general and within specific policy areas. Lastly, it provides a practical overview of the implementation of European Union law at both the EU and national levels.
When reviewing the constitutional organisation of the EU, particular attention will be paid to the institutional framework of the EU, including the functioning, inter-relation and decision-making processes of the various institutions and the role of the Member States in these processes.
The sessions focusing on the concepts of European Union law will explain the legislative framework of the EU and the universal operation of fundamental principles of European Union law and policy, for example issues relating to non-discrimination, citizenship, fundamental freedoms, internal market harmonisation and competition. The programme also reviews the EU judicial system, including the tasks, structure and procedures of the European Courts and their role in development of the law as well as the national courts’ role as enforcers of EU law. During the second part of the programme (see above), participants will be split up into two groups, one focusing on internal market issues and one covering justice and home affairs as well as the common foreign and security policy.
With regard to the implementation of European Union Law, the programme will illustrate the allocation of tasks and responsibilities between the relevant EU institutions and the EU Member States, including the consequences thereof for the latter in terms of administrative capacities as well as human and budgetary resources. Special attention will be paid to the similarities and differences between the EU Member States and the Candidate and Associate countries.
The Summer School is highly interactive in the sense that whilst it is based upon a sound fundament of presentations, more than forty percent of the time will be dedicated to workshops, case studies, simulations and a study visit to the European Court of Justice. This approach will enable the participants to enhance their practical understanding of current EU legal issues.

Luxembourg City has two main bus stations, one in the city centre called “Centre Aldringen” and one next to the railway station called “Air Terminus”. All buses, wherever they go, are passing through these two stations. Bus no 18, with departure every ten minutes, is going direction Kirchberg, stopping right in front of Hotel Novotel, which is within walking distance of all European Institutions as well as just around the corner from the Chambre des Métiers building.
Participation
The fee applicable to the activity is clearly indicated on the registration form. Unless stated differently on the registration form, the fee includes participation in the summer school, beverages during the activity, documentation and participation in the reception/cocktail, a walking tour in Luxembourg, a visit to the CJEU and a visit to a Luxembourg Winery.
Travel and accommodation costs are at the expense of the participant or his/her administration.
Pre-payment of the fee is a condition for participation in an activity. Prior to the activity each participant will receive an invoice which can be paid by bank transfer or by credit card.

EIPA offers its members a discount of 10% of the registration fee for its open enrolment seminars and training courses. This discount is available to all civil servants working for one of EIPA’s member countries.
100€ discount
For this summer school, EIPA Luxembourg offers a €100 discount for all registrations received and paid before 21st May 2010. Please note that discounts cannot be accumulated. Confirmation of registration will be forwarded to participants on receipt of the completed registration form.
Cancellation policy
EIPA reserves the right to cancel the seminar up to 2 weeks before the seminar starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc...). For administrative reasons, a fee of € 150 will be charged for cancellations received after 18 June 2010. There is no charge for qualified substitute participants.
The mention of a speaker’s name in the programme does not commit EIPA. In the event that an announced speaker does not appear, EIPA will do its utmost to find a suitable replacement.
