The European Institute of Public Administration (EIPA) is organising a seminar on “EU Funding for Migration and Asylum: New Call for Proposals and Best Practices”, which will take place at the Scotland House Conference Centre in Brussels on 23-24 September 2010.
Description
The seminar will cover the funding mechanisms for migration and asylum inside and outside of Europe, integration, management of the external borders and return. In particular, it will focus on the four funds of the General Programme “Solidarity and management of migration flows” and the Thematic Programme. With the advent of the new call for proposals, future funding opportunities and strategic guidelines on how to make the best use of the Integration Fund will be discussed. The seminar will explain the Project Cycle Management Approach, focusing on theoretical and practical analysis of all phases, and will provide key findings for innovative actions. The seminar will also explore how specific Member States have identified indicators at outcome and impact levels, including practical examples of how these are to be examined and measured.
Objectives
Based on the national experiences to date in terms of programming, implementation, monitoring and evaluation of projects across all funds for migration and asylum, the purpose of the seminar is two-fold: firstly, to discuss with the Member States the type of guidance required from the Commission so as to succeed in receiving EU funding as well as to effectively and efficiently apply the relevant legal bases; and, secondly, to identify good practices and best implemented projects.
Target group
The seminar is aimed at public officials from national, regional and local authorities from the EU Member States, and in particular managing authorities. It is also of interest to NGOs, the private sector, consultants and practitioners dealing with migration and asylum policies.
Methodology
This seminar will be based on a mixture of presentations, discussions and workshops. It will stimulate active participation and sharing policy practices. Specific cases and experiences will be explored. Background documentation will also be provided in an online/e-learning set up. Speakers will include officials from the EU institutions, national administrations, EIPA staff and practitioners.
