Description
HR-administration in the civil service needs a shift towards a modern HR-Management, even more so in times of economic crisis and budget cuts. HR-Management has the potential to act as an important partner for strategy development in public sector organisations. It needs to create value for the organisation as a whole, and moreover for the staff and their leaders by simultaneously supporting (cultural) change and creating more performance orientation. HR-Management should proactively support the decision-making process, develop practical concepts, as well as carefully planning and monitoring the process of implementation.

In times of rigid budget cuts and further restrictions, creative solutions are needed to reduce costs, maintain the productivity and innovative potential of an aging workforce and provide customer-oriented services efficiently and effectively.

The focus on this first “European Forum for Leaders” will be on managing strategic challenges in public administrations and also in the private sector. In spite of the demographic change with an aging workforce, increased diversity, changing priorities and tasks of the public sector, HRM has to ensure high productivity, employability, motivation and commitment as the key aspects of high-level performance. In order to retain its position as an attractive employer, the public sector needs to create workplaces that ensure employees’ job satisfaction and employability.

Targets
The forum will address the most pressing challenges in HRM for public administrations in the European context. It is designed to address the needs of top senior executives: to discuss new solutions in HRM, to share experiences, also with the private sector, to discuss national strategies and tactics and to learn from good practices in Europe. The forum should also support networking.

The forum will focus on practical solutions and stimulate the participants to implement new approaches within their organisations and to support the further development from HR-administration into HR-Management.

Methods
Presentations, comments, moderated discussion rounds with input of experts from various countries, as well as documentation of the results.
