Target group
The seminar is aimed at civil servants from the EU member states, at officials from the European institutions as well as representatives from third countries and other interested professionals working with the EU institutions.
Description
This seminar provides expert analysis on the key changes that are being introduced to European Union decision-making following the entry into force of the Lisbon Treaty. It includes presentations on the main areas of institutional development: the expansion of codecision between the European Parliament and the Council through the introduction of the “ordinary legislative procedure”; the changes arising from the reform of comitology and the creation of a new legal instrument, “delegated acts”; the new procedure for adoption of the annual budget; the growing role of national parliaments; the changing nature of the rotating Council Presidency with the arrival of an elected President of the European Council; the new architecture for the management of the EU’s foreign policy arising from the changes to the role of the High Representative and the setting up of the European External Action Service; and the specificities which apply in the Area of Freedom, Security and Justice, particularly those following the incorporation of Police and Judicial Cooperation in Criminal Matters into the Treaty on the Functioning of the European Union.
Method
The working sessions consist of introductory presentations by specialists followed by discussion.
Objectives
By the end of the day, the participants will have gained a good understanding of the main Lisbon Treaty provisions affecting EU decision-making. They will have been able to share ideas about the resulting challenges both with public officials from other member states and levels of governance and with EU experts and institutional representatives.
