Target group
The seminar is aimed at public officials from national, regional and local authorities from the EU Member States, and in particular managing authorities. It is also of interest to NGOs, the private sector, consultants and practitioners dealing with migration and asylum policies.

Description
Using a bottom-up approach, the seminar will cover the funding mechanisms for migration and asylum within and outside of Europe, as well as integration, management of the external borders and return. In particular, it will focus on the four funds of the General Programme “Solidarity and management of migration flows” and the Thematic Programme. The seminar will explain the Project Cycle Management Approach, focusing on theoretical and practical analysis of the grant application process. It will provide key findings in developing innovative actions under new and past calls for proposals and analyse how specific Member States have implemented funding actions. The seminar will also examine programming principles and deficiencies, monitoring methods, evaluation indicators and financial controls. With the advent of new calls for proposals in a pilot project on refugee resettlement and external cooperation, future funding opportunities for migration and asylum will also be discussed.

Method
This seminar will be based on a mixture of presentations, discussions and workshops. It will stimulate active participation and sharing of policy practices. Specific cases and experiences will be explored. Background documentation will also be provided in an online/e-learning set up. Speakers will include officials from the EU institutions, national administrations, EIPA staff and practitioners.

Objective
The seminar aims to:
- help the responsible authorities to better understand the funding conditions and draft good proposals in the framework of Community actions (direct management);
- identify issues which could be improved in the multi-annual programmes (shared management);
- exchange best practices in national structures and working techniques on implementation, evaluation and auditing;
- answer questions regarding the new calls for proposals on integration and refugees following the evaluation phase, and inform about the prospects of the DCI Programme on migration and asylum (2011-2013).
