Target group
The seminar should be of interest to those in the legal profession (lawyers, judges), as well as to policy makers, academics, and the private sector. The seminar is also intended for public officials from national, sub-national and local authorities and other public bodies from the EU Member States, candidate countries, European institutions and agencies, dealing with procurement.

Description
This seminar will be mainly devoted to legal issues in European public procurement. After an overview of the reform proposals on European public procurement, it will examine some specific legal issues such as the optional and mandatory exclusions of economic operators also in the context of the reform proposals. The seminar will then concentrate on recent case law in the field of European public procurement. Special attention will be given to the jurisprudence of the General Court and the Court of Justice of the EU (CJEU). Furthermore, the seminar will cover the relevant case law concerning remedies.

Method
There will be a series of presentations by officials, legal experts and practitioners, followed by discussions. Participants will be encouraged to exchange views and experiences.

Objectives
This seminar will focus on legal issues in European public procurement including those which arise from the reform of the procurement regime. Considering the growing significance and impact of the case law of the CJEU and the General Court for and on European public procurement policy and legislation, the seminar will update participants on the recent case law in this field.
