Target group
This two-day seminar is directed at civil servants from EU Member States, candidate countries and the EU Institutions, as well as at other stakeholders requiring a detailed understanding of the new rules on Delegated and Implementing Acts.
Description
The focus of this detailed and practically oriented seminar will be on understanding the context, processes and procedures for both Delegated and Implementing Acts. It provides detailed presentations on Delegated and Implementing acts, as well as explaining how to work with them in practice. To ensure a thorough understanding of the new Lisbon rules there will be detailed presentations on all the institutions involved (notably the European Commission, Council, and European Parliament). In addition there is group work where participants are asked to address all aspects of Delegated and Implementing Acts in a series of concrete legal texts. The presentations, and the exercise, will equip participants with the detailed knowledge, and a number of tools, to understand how these new worlds of Delegated and Implementing Acts work in practice – and how to effectively work with them.
Method
The seminar is based on a range of presentations and interactive group work – to enable participants to put their knowledge into practice. The seminar integrates case-studies and current examples to enable participants to see Delegated and Implementing Acts at work.
Objectives
At the end of the seminar, participants will have solid knowledge, and a sound understanding, of how both Delegated and Implementing Acts differ from each other, how they are prepared, discussed, and adopted, and how to work with them. Participants will be well-equipped to participate in, prepare effectively for, or work with Delegated and Implementing Acts in Brussels in the future.
