Target group
The seminar is aimed at public officials from national, regional and local authorities from the EU Member States, and in particular managing authorities. It is also of interest to NGOs, the private sector, consultants and practitioners dealing with migration and asylum policies.

Description
The seminar will cover the funding mechanisms for migration and asylum within and outside of Europe, integration, management of the external borders and return. In particular, it will focus on the four funds of the General Programme “Solidarity and management of migration flows” and the Thematic Programme. Future funding opportunities and strategic guidelines on how to make the best use of the EU funds will be discussed. The seminar will also explain the Project Cycle Management approach, focusing on a theoretical and practical analysis of all phases. Finally, it will explore how certain Member States have identified indicators at outcome and impact levels, including practical examples of how these are to be examined and measured.

Method
This seminar will be based on a mixture of presentations, discussions and workshops. It will stimulate active participation and the sharing of policy practices. Specific cases and experiences will be explored. Background documentation will also be provided in an online/e-Learning set up. Speakers will include officials from the EU institutions, national administrations, EIPA staff and practitioners.

Objectives
Based on the national experiences to date in terms of programming, implementation, monitoring and evaluation of projects across all funds for migration and asylum, the purpose of the seminar is two-fold: firstly, to discuss with the Member States the type of guidance required from the Commission so as to succeed in receiving EU funding, as well as to effectively and efficiently apply the relevant legal bases; and, secondly, to identify good practices and best implemented projects.
