Regional Training and Consultancy Programme on Public Administration for the Mediterranean Partners

The European Centre for the Regions, the Barcelona Antenna of the European Institute of Public Administration (EIPA), is the Management Unit for the "Regional Training and Consultancy Programme on Public Administration for the Mediterranean Partners" (EuroMed Public Administrations) of the European Commission, funded under the MEDA programme.

The programme is the extension of an initiative of the European Commission starting in 2000 which resulted in the holding of a Conference organised by the ECR in Barcelona on 7 and 8 February 2000 entitled the "Meeting of the Representatives of the Public Administrations of the Euro-Mediterranean Partners in the Framework of the Euro-Mediterranean Partnership".

This programme comes under Component II of the Barcelona Declaration of November 1995 and aims to provide training on European affairs to Civil Servants from the Southern Mediterranean and the Middle East , while also envisaging the creation of a network of training centres in public administration between the Euro-Mediterranean Partners.

With a total duration of 6 years (from January 2004 to 31 December 2009) and a budget of 6 million euros, this programme is aimed at the 10 Mediterranean Partners and is also open to the 27 EU Member States and the Candidate Countries.
It consists of 4 modules:

1) basic EU knowledge;
2) in-depth EU knowledge;
3) management of Community Programmes;
4) actions to train trainers.

The first activity of this programme was the Opening Conference, which was held on 19 April 2004 in Brussels and brought together representatives of the training institutes or centres of the Mediterranean Partners. In total, 70 activities are envisaged which should benefit some 2200 participants from the Mediterranean Partners.
